Hello: One of my Android devices is no longer bootable and I cannot deactivate the Video Kiosk license from it. I do have the license file, however. Is it possible to transfer it to a replacement device?

No. If a license is active on a device that fails, a new license must be purchased for the new device. There is an optional annual subscription ($12 / device / year) for devices that can connect with a server, daily, to keep their license active, and in that case licenses will automatically expire for failed devices and so they can be reused.
