Hi
Is it possible to do this? 4 TV BOX devices with Android 9.0 each in a different city. The same content would sometimes be displayed differently from one cloud on all devices. We would like to be able to preview through a web browser whether this content is actually displayed on a given device Devices will not be on fixed IP addresses

This is all possible.
In order to look at what is on a device, you need to use an App like Team Viewer (or similar there are several options to choose from).
